To unlock the Shisui, Wando, or Saddi in Blox Fruits, you'll first need to have already made your way to the Second Sea and completed the Bartilo Quest. To undertake this quest, you must have reached Level 954.
Once you've accomplished the above objectives, join the server and speak with the Manager. The Manager will give you clues about the whereabouts of the Legendary Sword Dealer in Blox Fruits, who sells Shisui, Wando, and Saddi.
The Manager's dialog is crucial as it hints at the time remaining until the dealer spawns. The different conversations indicate various timeframes. The table below deciphers the dialog and its meaning.

How To Find Legendary Sword Dealer In Blox Fruits

As a result, getting the Shisui in Blox Fruits isn't guaranteed on your first try, as it's one out of three chances that the dealer will have the Shisui in stock. This means that you might have to find the dealer multiple times until he has the Shisui for sale.
